The herons have found a place that suits their hunting style and their apparent desires to pose for the camera.
And the eagles are coming in for a feed as well. Things are heating up and everybody is hungry.
The eagles seem to like to circle before landing to make sure that they get thee best spot and, it would seem, also irritate as many other birds (especially other eagles) as possible.
Thus, this fellow circles until he find a spot near this other eagle who has already staked out this place. It makes sense, right? It must be a good place if someone else is already there.
